BECO CONDEMNS TERROR ATTACKS ON KULBEN COMMUNITY OF MANGU LGA The Berom Educational and Cultural Organisation (BECO), is extremely saddened by the sad news of the horrendous and dastardly attacks on the good people of Kulben village of Kombun in Mangu LGA. The very sad event which took place on Wednesday, January 7, 2020, came to us as a very rude shock. This is because hitherto, we had come to wrongly interpret the relative peace in our surroundings as the return of peace. We couldn’t have been any further away from the reality of our state of siege, given the fact that we are gradually accommodating in our communities, persons of bestial attributes, whose mission is to kill, steal and destroy. This is more disconcerting when it’s realised that an unfortunate pattern of attacks by so-called ‘unknown’ gunmen, seems to have gradually taken shape. That our security agents have either deliberately refused to make arrests or that their rules of engagement on the Plateau prohibits from making any arrests, makes the whole scenerio very sad, disturbing, confusing and unacceptable. The law must be seen to live to its cause of safeguarding lives and property. Anything less than this is totally unacceptable. We in BECO, while identifying with our brothers and sisters in Kulben, over the unfortunate but preventable and avoidable loss of precious lives, have no hesitation in totally condemning this heinous crime against humanity. While we pray for the repose of the souls of the departed, we call on government to go beyond mere rhetorics by fishing out the perpetrators and subjecting them to the law. Chollom Gyang Secretary General.

The Federal Government, on Thursday, urged university lecturers who are yet to enrol in the Integrated Payment and Personnel Information System (IPPIS) to do so, assuring that the peculiarities of tertiary institutions will be accommodated.
Minister of Finance, Budget and National Planning, Mrs Zainab Ahmed, gave this assurance during a meeting between President Muhammadu Buhari and the leadership of Academic Staff Union of Universities (ASUU) led by Prof Biodun Ogunyemi at the State House, Abuja.
She said 137,016 academic and 96,090 non-academic staff members of the universities have been enrolled.
While encouraging the remaining 40,926 members to comply with the process, she said a desk has been opened in the Office of the Accountant General of the Federation for registration of university staff.
According to a statement issued by the presidential spokesman, Femi Adesina, the Minister pointed out that many anomalies were discovered in the university structures that have contributed to the increased cost burden, which include staff working and earning pay in more than one university, contract staff on payroll of the government, tax reductions on PAYEE and multiple employments.

Ahmed said some universities had rushed to recruit more staff before the IPPIS registration commenced, which was then detected.
“While it is clear that ASUU has peculiarities, it should be recognised and rightly accommodated, and the allowances will be made, and not leaving the university out of IPPIS because of the peculiarities,’’ she added.
During the meeting, President Buhari assured that the Federal Government will give more attention to improving personnel and infrastructure of universities to produce quality graduates, assuring that education will, henceforth, be a top priority in development goals of the country.
He said effective and efficient operations of universities will go a long way in improving the economy, especially with a focus on science and technology.

Doctors task Lagos govt on full release, effective implementation of budget The President urged members of ASUU to assist the Federal Government in realising the target of improved education and credible certificates by complying with ongoing verification and validation of human resources in the universities, which will guarantee optimum output.
“The future of the country depends on quality education and our certificates must be credible to inspire confidence,’’ he said.
President Buhari said constitutional provisions should be carefully studied and adhered to for more harmonious relationships, and standards that will promote efficiency.
The President directed the Ministry of Education to put in more effort in ensuring that Nigerian universities are properly funded, with adequate infrastructure and staffing.
Also speaking, Secretary to the Government of the Federation, Boss Mustapha, urged ASUU to comply with IPPIS in national interest as his office was already in the process of streamlining all issues of human resources in government.
In his remarks, the President of ASUU, Prof Ogunyemi said the educational sector needed more Federal Government attention, noting that implementation of agreements over the years will go a long way in improving the quality of education in the universities.
He said: “Nigerian universities can make meaningful contributions to addressing the challenges of the country (economy, security and corruption) if given the opportunities. Appropriate funding level, competitive conditions of service, university autonomy and academic freedom are critical to creating such an atmosphere.
“With adequate and effective education, particularly university education, Nigerians will be less susceptible to manipulation, our economy will grow and problems of insecurity and corruption will be drastically reduced,’’ he said.
The ASUU President said Nigeria could learn from countries like China, Malaysia and Singapore that have encouraged universities to drive their educational development through tripartite linkages of government, industries and universities called Triple Helix Principle.
On IPPIS and university operations, Prof Ogunyemi said the Federal Government’s Visitor initiative to the universities, at least once in five years, was the best guarantee for monitoring accountability processes that include internal and external audit processes.
The ASUU President said the IPPIS will be a “disruptive intrusion’’, adding: “IPPIS violates the laws of the federation, violates university statutes, and violates agreements between the Federal Government and ASUU.’
“The Government should welcome ASUU’s ongoing innovation of a robust system of human resource management and compensation, called the University Transparency and Accountability Solution, which will address peculiarities of universities and end inappropriate recruitments.’’
The Minister of Education, Adamu Adamu and Labour and Employment , Dr Chris Ngige, assured that the Federal Government was committed to improving the educational sector, promising to work closely with ASUU.

This ‘Amotekun’ reminds me of the well thought out idea and initiative of Plateau State Security Outfit, Operation Rainbow by His Excellency Da Sen (Dr) Jonah David Jang, CON, the immediate past Executive Governor of Plateau State.
The idea of Operation Rainbow was visionary, futuristic and commendable (truly what SOME Elders can see while sitting, the younger ones may not see even on the mountain top).
We must begin to think outside the box, look beyond our noses and come up with sound ideas on how best to mitigate the gruesome killings of our people. We must value lives of our people and have empathy (put ourselves in the shoes of the defenceless, armless and innocent citizens)
If this idea was supported and strengthened, insecurity would had been minimized but we play politics with virtually everything including sensitive issues such as security of lives and property.
We need a sound, robust, strong, proactive, workable and reliable security architecture in Plateau State to holistically curb the daunting security challenges being faced in the State.
I think it is not late to revisit the policy document of Operation Rainbow and comprehend its workability with our present prevailing security situation as well as making it fully operational as it will reduce the killings we are witnessing in the State.
It is not too late to revisit and strengthen the Operation Rainbow for optimal performance.
A peaceful, united, safer and secured Plateau State is possible IF and only WHEN we do the needful.

The Jos University Teaching Hospital (JUTH), on Wednesday inaugurated a Telemedicine Unit to enhance healthcare delivery in the north of Nigeria. Telemedicine makes healthcare more accessible, cost-effective and increases patient engagement. Through Telemedicine, physicians and patients can share information in real time from one computer screen to another. They can even see and capture readings from medical devices at a faraway location. Using telemedicine software, patients can see a doctor for diagnosis and treatment without having to wait for an appointment. Patients can also consult a physician at the comfort of their home. The News Agency of Nigeria (NAN), reports that the facility is the first of its kind in the north of the country and the second in Nigeria after the first in Federal Medical Centre, Yenagoa, Bayelsa State. NAN also reports that the facility stands out because of its three components – Grand rounds, Teleconsult and Electronic Medical records. Speaking at the ceremony, Prof. Edmund Banwat, the Chief Medical Director (CMD) of the hospital, said that the unit would enable JUTH actualise its core mandate. He explained that the project was funded by Global Off-site Care, an American-based organisation, with the support of Rotary Club of Jos. “The unit will place the hospital in the world map; it will make a far-reaching impact in the health sector. There is no doubt that today marks a watershed in the history of JUTH as a tertiary health institution. “Telemedicine will not only reduce cost, ensure access to healthcare services, but will go a long way in actualising our mandate of providing training and retraining. “Our medical students will also benefit from this in no small measure. “This initiative will place us in the world map by matching our medical services with the rest of the world,” he said. Banwat thanked the funders for the gesture, saying that it would go a long way in addressing most challenges being faced in the hospital. “Above everything, the existence of the unit will enable the hospital reach out to the poorest of the poor,” he said, and promised to sustain the project for the benefit of the society. Dr Frances Kemelegha, Global Off-site Care Ambassador, in her remarks, said that her organisation was desirous of meeting the medical needs of the poor, hence the need for the unit. According to her, JUTH is the first hospital in Northern Nigeria, and the second in the country, after Federal Medical Centre, Yenagoa, to have a Telemedicine unit. “Global Off-site Care is passionate about reaching out to the less privileged ones and the poor in the society. It is my belief that this facility will serve its purpose,” she said. NAN reports that Telemedicine is a catalyst for increasing access to specialised healthcare services and providing technological platforms to ease the provision of services by doctors and clinics around the world.
